Bhopal (Madhya Pradesh): Four important Bills were tabled in the assembly on Tuesday. These are: Madhya Pradesh Jan Vishwas Bill (amendment in provisions) 2025, Madhya Pradesh Vehicle Taxation (amendment) Bill 2025, Madhya Pradesh Arbitral Authority (amendment) Bill, and Legal Aid and Legal Advice (Repeal) Bill.
The Jan Vishwas Bill (amendment in provisions) proposes to amend 44 provisions in 20 different Acts of 12 departments. It pitches to increase faith-based governance under ease of living and doing business.
It aims to amend irrelevant provisions, to decriminalise trivial offences by introducing a penalty in place of a fine, to establish a penalty in place of jail in certain provisions, and to do away with certain provisions.
It proposes amendment in Acts such as MP Fisheries Act 1948, MP Agriculture Warehouse Act 1947, Municipal Corporation Act 1956, Municipality Act 1961, Krishi Upaj Mandi Act 1972, Homeopathy Council Act 1976, Vehicle Taxation Act 1971, Panchayat Raj and Gram Swaraj Act 1976, Jan Shiksha Act 2002, Rural Structuring and Road Development Act 2005, and MP Anatomy Act 1954.

Meanwhile, the MP Vehicle Taxation Amendment Bill aims to amend Section 13 of the MP Vehicle Taxation Act 1991. It talks of imposing a penalty on the owner if the vehicle – public service vehicle, private vehicle, education institute bus, or school bus – is found running without a permit or in violation of permit provisions. The amendment calls for a penalty of ₹1,000 per seat, excluding the driver.
If a goods vehicle is found running without a permit or in violation of permit terms, its owner will be liable to paya penalty of ₹1,000 per tonne of its net weight or part.
